Meet Samantha Davis

The Experience, Compassion, and Leadership Our Juvenile Courts Need

Samantha Davis is a proud Houstonian with a powerful mission: to bring compassionate, experienced, and fair leadership to the 313th Juvenile District Court. Samantha has presided over the Harris County Juvenile Detention Center Court for over 6 years. She also has over 20 years of legal practice focused on juvenile law, family law, adoptions, and personal injury. Samantha has spent her career fighting for those whose voices too often go unheard— children and families.

A graduate of the University of Houston-Downtown and the Thurgood Marshall School of Law, Samantha is more than just qualified—she's deeply rooted in the community she hopes to serve. She understands the challenges families face because she’s been in the trenches, advocating for justice both inside and outside the courtroom. The 313th Juvenile District Court plays a critical role in shaping the future of our youth, handling cases that can change the course of a child's life. Samantha knows what's at stake.

She believes in accountability—but also in second chances. She believes that with the right support, rehabilitation can be more powerful than punishment. Her legal decisions will be grounded in the law, but guided by empathy, equity, the safety of our county and a deep commitment to building safer, stronger communities.

Samantha’s leadership goes beyond the courtroom. She’s an active member of the Harris County Democratic Party, the Houston Lawyers Association, the Association of Women Attorneys, and proudly serves on the Executive Board of the Greater Channel Chapter of Jack and Jill, Inc. She mentors, she volunteers, and she shows up for her community—day after day.

This is more than a campaign—it’s a movement for a fairer juvenile justice system.
